NOTICE OF PUBLIC HEARING
PORT AUTHORITY FACILITIES REVENUE AND REFUNDING BONDS
Notice is hereby given that a public hearing will be held by the Bellefontaine-Logan County Finance and Development Authority on February 25, 2026, starting at 1:30 p.m. at the Logan County Chamber of Commerce at 100 South Main Street, Bellefontaine, Ohio 43311. This hearing is for the purpose of considering the approval of the issuance of not to exceed $20,000,000 Port Authority Facilities Revenue and Refunding Bonds, Series 2026 (Mary Rutan Hospital Project) (the "Bonds") of the Bellefontaine-Logan County Finance and Development Authority, pursuant to Section 4582.21 through 4582.60 of the Ohio Revised Code. If the issuance of the Bonds is authorized, the proceeds will be used by Mary Rutan Hospital, an Ohio nonprofit corporation (the "Borrower"), to (i) finance the acquisition, construction, reconstruction, renovation, furnishing and equipping of real and personal property comprising "port authority facilities," as defined in Section 4582.21 of the Ohio Revised Code, including hospital improvements located at 205 East Palmer Road Bellefontaine, Ohio and reimbursement to the Hospital for costs previously paid for capital improvements at the Hospital's Indian Lake Health Center located at 120 W. Main St., Russells Point, Ohio (collectively, the "Project"), (ii) refund and retire the outstanding amount of the $11,000,000 City of Bellefontaine, Ohio Hospital Facilities Revenue Bonds, Series 2017 (Mary Rutan Hospital Project) issued to finance the costs associated the acquisition, construction and equipping of (a) an office building/urgent care building which included space for outpatient services, radiology, laboratory services, physical therapy, occupational therapy and speech therapy, together with related improvements, located at 1134 North Main Street, Bellefontaine, Ohio, and (b) other capital budget items, located at the 205 East Palmer Road, Bellefontaine, Ohio (collectively, the "Prior Project") and (iii) pay certain costs of issuance of those Bonds. THE BONDS SHALL NOT REPRESENT OR CONSTITUTE A DEBT OR PLEDGE OF THE FAITH AND CREDIT OR THE TAXING POWER OF THE PORT AUTHORITY, THE COUNTY OF LOGAN, OHIO, CITY OF BELLEFONTAINE, OHIO OR THE STATE OF OHIO, OR ANY POLITICAL SUBDIVISION OF THE STATE OF OHIO. The initial owner and principal user of the Project and Prior Project is presently anticipated to be the Borrower, Mary Rutan Hospital. Interested persons are invited to attend this public hearing and will be given an opportunity to express their view concerning the proposed issuance of the Bonds. Written comments may also be given by submitting them at least 24 hours prior to the public hearing to the Bellefontaine-Logan County Finance and Development Authority, 100 South Main Street, Bellefontaine, Ohio 43311, and clearly marked "RE: $20,000,000 Bellefontaine-Logan County Finance and Development Authority Port Authority Facilities Revenue and Refunding Bonds, Series 2026 (Mary Rutan Hospital Project)." This notice is given pursuant to Section 147(f) of the Internal Revenue Code of 1986, as amended.
